If you have Xbox One controller, just press X button for 10 seconds instead of using this app.
This works perfectly for me in Windows 8.1 64 bit, with my official Xbox 360 controllers and official receiver. I just single click its shortcut in my Windows desktop bar to turn off all my controllers. No admin privileges are required to execute it and from its single simple Notepad readable source file you can see it won't do anything malicious when you execute it.
I've been using it for a few years now and it's been turning off my controllers with a 100% success rate :-)

The Xbox button on your controller blinks slowly and is unresponsive when using Bluetooth Solution 1: Check that Bluetooth is enabled on your PC. Solution 2: Remove interference. Move closer to your PC and eliminate potential interference. Solution 3: Re-pair the device. Go to Settings > Devices.
Microsoft Xbox 360 Controller Driver
- Select the driver tab, then click on 'update driver', choose to manually select driver from the driver list. In order: Microsoft, xbox360 controller. Driver app should be installed already for this to work. Approx 3mins to fix. This worked for me, thanks a lot mate! Only thing to add is there were a few 'xbox controller' options.
